Service Quality: An Ongoing Concern!
In September 2003, the Restigouche Health Authority received accreditation for three years from the Canadian Council on Health Services Accreditation (CCHSA). Accreditation means that the Health Authority meets national standards set by the Council in terms of health care delivery and shows our dedication to continuously improve the quality of care and services provided to our clients.
The Restigouche Health Authority therefore acknowledges continuous quality improvement as a strategy to manage operations and ensure cost effectiveness while achieving its mission, vision and guiding principles.
Created in 1991, the Quality Improvement Department was restructured in September 2003 to meet new challenges in the health system.
The Quality Management team is composed of a director, two coordinators and an administrative assistant. The Director is responsible for managing the department and quality improvement. The two coordinators are respectively responsible for risk management and utilization management.
Purpose
The main purpose of the Quality Management Department is to ensure the satisfaction and safety of patients, improve processes and services, see that the Restigouche Health Authority meets accreditation standards, and ensure appropriate service and resource utilization. The Quality Management Department uses and integrates on a daily basis the various professional and hospital standards, By-laws, the Hospital Act, various codes of ethics and policies and procedures effective within the Health Authority. The Department reports to senior management and to the Board of Directors.
Members of the Quality Management Department use a scientific approach to measure quality, risk and utilization while emphasizing process management. They implement monitoring processes that measure and assess on a continuous basis the performance of existing programs and services in order to identify and prioritize sectors requiring quality improvement.
Members of the Quality Management Department work in cooperation with all employees, including front-line and senior managers. The Department also interacts with members of the Medical Staff. The increasing focus of the provincial and federal governments on accountability and sustainability of the healthcare system has an additional impact on the scope and range of responsibility of the Quality Management Department on a regional level.
